Il Club Italiano Tchiorny Terrier è stato costituito il 6 gennaio 1995 per iniziativa di n. 74 Soci fondatori. La costituzione di un Club di Razza si era resa opportuna se non necessaria poichè, a seguito del cambio di nomenclatura effettuato della Federazione Cinologica Internazionale a far data dal 1^ gennaio 1995, riclassificando la razza fra quelle del secondo gruppo (cani da lavoro ed utilità) anzichè del terzo gruppo (cani di tipo terrier), la Società Italiana Terrier non era più in grado di tutelare e promuovere la razza Terrier Nero Russo. Come recita l’art.1 dello Statuto Sociale, il Club Italiano Tchiorny Terrier “mira a svolgere, senza perseguire fini di lucro, ogni più efficace azione per migliorare, incrementare e valorizzare la razza Terrier Nero Russo, appartenente al 2^ gruppo della classificazione F.C.I., ed a potenziarne la selezione e l’allevamento.” Primo Presidente del Club è stato l’arch.Giuseppe Alessandra, cinologo e giudice all-rounder di fama internazionale. Il Club di razza ha dovuto dapprima affrontare le difficoltà derivanti dai modesti numeri della razza: pochi soggetti presenti sul territorio italiano e non molti i proprietari associati, motivo principale per cui fino al luglio 1998 l’E.N.C.I. non ha riconosciuto ufficialità al nostro sodalizio. Grazie al lavoro svolto con serietà ed entusiasmo da tutti i Soci del Club, nella riunione del 21 luglio il Consiglio Direttivo dell’E.N.C.I. ha ufficialmente riconosciuto il Club Italiano Tchiorny Terrier, accogliendolo nel novero dei propri Soci Collettivi. Dal 26 aprile 2001 inoltre il Club ha avuto la qualifica di “Associazione specializzata” Ciò significa che, ai sensi dell’art.21 dello statuto dell’Ente, a pieno titolo da tale data il nostro sodalizio si occupa “ai fini del miglioramento genetico delle popolazioni, dello studio, della valorizzazione, dell’incremento, dell’utilizzo della razza”. Alla nostra Associazione vengono quindi affidati incarichi di ricerca e di verifica ed essa sarà chiamata a fornire supporti tecnici alla Commissione Tecnica Centrale.

Nessuna altra Associazione puo' svolgere in Italia tale ruolo, per la razza Terrier Nero Russo, nell’ambito della cinofilia ufficiale.

The Black Russian Terrier Italian Club (Club Italiano Tchiorny Terrier) was set up on January 6th, 1995 thanks to 74 promoting partners. Establishing a Breed Club was seasonable or, better, needed since, according to the changes of nomenclature made by the F.C.I. (Federazione Cinologica Italiana – The Italian Dog Federation) from January 1st 1995, by making a new classification of the breed among those of the second group (work and utility dogs) rather than the third one (terriers), the Società Italian Terrier (Italian Terrier Club) could not be able to safeguard and to promote the breed of the Black Russian Terrier. As it is mentioned in art. 1 in the corporate by-laws, the Black Russian Terrier Italian Club (Club Italiano Tchiorny Terrier) “ is aimed to make any possible efficient action, as a non-profit association, to improve and increase and to bring out the breed of the Black Russian Terrier, belonging to the 2nd group of the F.C.I: Classification, and to strengthen the selection and breeding”. The first Chairman of the Club was Arch. Giuseppe Alessandra, the world-famous all-rounder judge and cynologist . The breed Club had to face several problems coming from the small numbers of dogs registered: few subjects in Italy and very few owners subscribing the Club, was the main reason why up to July 1998 the ENCI (Italian Kennel Club) did not ackowledg the official nature of our association. Thanks to the enthusiast and  important job made by all members of the Club, during the meeting on the July 21st, the ENCI’s (Italian Kennel Club) Board of Directors officially acknowledged the Black Russian Terrier Italian; Club (Club Italiano Tchiorny Terrier), grouping in the list of its own; Joint Partners. Since April 26th, 2001 the Club had its rating as “ Specialized Association”. This means that, according to art 21 of the statute on the Club, from that day on, our association takes care of “..; improving genetically the populations involved in the study, their bringing-out, the increase and the use of the breed”. Our Club is then charged with research studies and inspection and we shall be asked to give any technical support to the Central Technical Committee.

No other Association can cover such a role in Italy, as for the Black Russian Terrier, within the Official Cynophilia.
